You might want to wait on project Cheddar then - seems like a good solution.
It's a mouse (so you can aim with the mouse), has a thumbstick (you can move with it) and has a lot of buttons as well that you can use for your actions.

sorry I wrote without thinking. once I found a tool that emulates a mouse from an Xbox joypad, this evening I think I can tell you its name. it could help, I guess. however, certain games (e.g. cyberpunk 2077) have native support for aiming with joypads
Yes, you can use a free software called JoyToKey to convert analog stick movement to mouse movement

there's a little few config options, and it works for sure with microsoft controllers. joytokey is way more configurable
