Literally right after posting this I found a solution online. Literally just closing steam solved the issue. Hopefully this provides some assistance for other users who deal with this in the future.

I've been working on setting up my Cyborg with ffxiv but there just seems to be a few inconsistent issues that take place. About one in five button presses of the #1 button on the cyborg does not register in ffxiv. It registers fine in Azeron software 1.4.1, but the game just misses it entirely...
