Minimum Windows Size way too large

The newer version of the settings app can not be resized to fit on my 2nd screen. There seems to be plenty of free space. Please allow me to make the app smaller like the legacy settings app. Also why not let us change the color of the app (themes) to match our devices?

My display is 1050 x 1680 in portrait mode.

Exact Same issue. Way to big. But would like to just start minimized so its out of the way and would like the dark mode back as well.
