Layering Issues - can't get them to replace, only overlap

I'm trying to switch between my main profile (that has 1, 2, 3, and 4 mapped to the middle row) and my secondary profile (that has 5, 6, 7, and 8 mapped to the middle row) on toggle. When I hold my profile switch button, the button output changes from 1 to 15 for example instead of 1 to 5.

The setting "Switch held binds on layer change" has no affect (tho I don't think it should as I'm not holding the 1-4 buttons, just the profile button). I have the same issue without "Toggle to hold" as well.

Am I doing something wrong? Is switching buttons even supported (as opposed to overlapping them)? Thanks!

export the log file from settings / troubleshooting, will test it here.

Sorry, by that I mean that it combines the outputs of the two buttons instead of swapping them. So if I hit all of them in succession I get the output 15263748 instead of 5678. This causes me to for instance in Valheim to both drink a potion and swap to a different weapon instead of just drink the potion. Does that make sense?

Does not happen in the notepad for me.
Test it in notepad, see if the same issue occurs
If it does not, then ideally test it with another game, to see if that`s game specific

Notepad was where I was testing, but now it is working correctly... Maybe an update or restart fixed my issue.

I had switched "Toggle on hold" and "Switch held binds on layer change" back and forth a few times, so maybe the states were stuck or something until I restarted. Not sure.
